Handlebar Oscillating or Wobble

If this dealer handles Sidecar rigs, they should have addressed it ALL.
May be they didn't feel the low speed wobble alarming......
Check the sidecar wheel with a square lets make sure the axle was welding on straight. I have seen it too many times where the axle got welded on aiming downward and it creates issues such as this

Also, bike is new enough that steering head bearings are probably fine, but it would be worth jacking up the front and checking for any play in the steering stem by grabbing the wheel and pulling/pushing front to back to see if there is any play. If play, then a minimum of retorque steering head. If turning bars back and forth has any "notchy" feel when going left or right of center, then probably bearing maintenance is required. A loose steering head set would contribute to low speed wobble.

[The dealer did install the sidecar and said that a wobble if you take you hands of the handlebars is normal for this setup. And they only performed the reverse warranty work. To be fair that is all I asked them to do, because when the rig was first delivered after the sidecar install they said what I was experiencing was normal.]

Pressure for sure.
Have the front end off the ground, turn full left/right with and without the steering damper to make sure it works.
Watch the front wheel while turning it by hand, look for any default, must be round.
Check the contact surface of the tyre for posible deformation.
Listen to the wheel bearing while turning.
[This will be checked before the first test run with varying front tire pressures, Than you!]
