What is this canister?
I am removing these clown horns from my sidecar and the vacuum hose powering them goes to this canister. What is this canister? Can I remove it if I’m taking the horns off? Should I just plug it? Thanks!
Remove it ! There should be a couple wires connected to it. If you can trace them back to their source, remove them too. If they are hard to trace back, either tape them off, or heat shrink them, so they don't make contact. Most likely the wires will trace back to the OEM horn wires.
Chris, you are going to finding a lot of crap like that, when previous owners have pimped out their bike with stuff they think is cool.
99.99 % of the Honda OEM equipment will never fail. It's the aftermarket crap that owners install, and install poorly, that causes the failures.

I was pleasantly shocked at the volume of the stock horns. I had a set of Stebel Nautilus installed on the Royal Star/Hannigan rig that were MUCH better than the pathetic factory horn. Sadly, the low tone on the set installed on the Strom is gone leaving a somewhat acceptable tone. I only use it for parades anyway to "wave" at kids since none of my motorcycles make noises above that of ambient sewing machines.
