OK, I found a good machinist this am and decided to let him to it.
Here's what will happen:
20mm 4140 rod to be ordered
Swing arm bored to 20mm for press fit
End of axle to be knurled, cemented and then press fitted into swing arm
I'm pretty sure this would be a lot stronger than my present setup.

To Cement Inormally use 7210. (made up out of it some machine parts in a hospital blancer that 20 years later do not show any wear yet)
4140 with Nitrurize is more then good enough.
Personally I thought to just use it plain in an own setup.

With some luck the Husquarna engine will force me to go up with the shaft too.

The new axle is installed. It's 20mm, 4140 rod, knurled, press fitted and cemented then tapped at the inboard end and bolted with a fender washer and with red loctite.
Next is to find or make beveled 20mm fittings that ride against the bearings for the hole in the backing plate and inside the castle nut.
Any source for these and the pieces of felt that fit over them?

For the felt (use it a lot in my job) I used once 2 Erich Honecker hats (3$ each) from an Army second hand shop. Until I found a perfect source with optimum consistence. (the felt rolers of a Melamin press line - the plastic like cover of wood chip pressed furniture board)
You might cut it out of some old worn felt/rubber hunting boots, that have a little rough texture, but are acceptable. Or felt inlay soles for boots. (the smell will not hurt anybody)

The caps are relatively easy to make out of the old ones, just file the hole bigger.

Interesting choice of materials. I guess the Erich Honecker stuff just doesn't last:)

Howard,
don't laugh, those hats were ugly, but excellent felt quality. There are quite a few mills out there where I mounted the Erich hats as bedway wiper and that still use the same material.
It would last a lot as dust protector.

Sven,
Not sure what a bedway wiper is but I'm sure Erich would be proud that his socialist party hat was still around.
I've got the wheel and new axle finished. Next I'll be checking the alignment of the sidecar to the bike.
