I'm considering Excelsior 4.75/5.00-17 Tire (cokertire.com) an antique car tire for front of Valkyrie with Hannigan 2+2 rig.  I'm not sure if mounting a tubed tire on a tubless rim would be an issue?  Also not sure if ratings on antique car tire would be sufficient for the rig.  Any input would be appreciated.

"I" wouldn't use that tire on the front wheel of a Valkyrie, but.....what front end do you have on that bike?

Original, trail reduced, Leading Link, Leading legs, ?????????

There are far better tires for that application, so...I am forced....forced I say.....to ask the question:

WHY are you interested in using THAT tire ?

Take a look at what Bridgestone offers with the Battlax BT46 REAR tire.  I would mount it backwards (so sipes mimic a front tire).
