I searched around some more using the V-Twin part number and found a few websites in Japan that have this rack listed. I ordered it from Parts Depot using a third party service called buyee. They sent me an email saying they purchased the part and will have it in their warehouse soon. It costs about $150. When they get the part they will email me and I will be able to select from a few different shipping methods. I'm not totally comfortable with this but I did some checking on buyee's reputation. They got mostly good reviews, some complaints but figured I would take a chance. I will update this as things develop. So far they seem to act and communicate quickly so hopefully that will continue.

Got an email today that my order was cancelled. Apparently, Parts Depot in Japan was out of stock. I will search some more and see if any of the other Japanese parts places have it.
