It is to adjust tilt which gives similar effects as adjusting lean out. Many today use electric screw jacks (linear actuators) to accomplish th esame results. In th ecase of the Motorvation The sidecar has a torsion bar suspension. The handle is connected to the end of the torsion bar and the swingam of the sidecar to the other end. You can raise or lower the sidecar by squeezing the handle and moving the lever to different notches. It is a good system.
