Could be wrong but it looks like a homebrew to me. Some of it definatley is.

Only thing homebrew is the fender wich is off a 1200 Elecraglide.

:-)..there does appear to be some neat suspension stuff going on there. Is it a torsion abr setup?

Yes it is. The frame/suspension is almost identical to the Dryer Tailfin setup that Lenny has at Autobahn Craftwerks.
