Can any one tell me why the 4.00 X 18 Metzeler tyre width is just under 3.50 and the width of the Heidenau 4.00 X 18 is 4.00?

Are you kidding? That's hilarious! Only two possible answers - (1) Metzeler is very, very confused, or (2) somehow a 3.50x18 tire got branded wrong.

Hey--it could happen! Did you buy it from a reputable dealer? Just how reputable is reputable?
The bike is Moto Guzzi with 18" wheels and I bought the tyre from Stein-Dinse in Germany the most popular Guzzi dealer in the world. The sidewall is 4.00 not 3.50.It has me baffled and it is not really worth the postage to send it back.
