Great job posting the Pic. You have out done our USCA President.
Now all you have to do is get a couple of side shots and a little closer.
Possiblity: Ural??

It looks somewhat similer to some of the earlier BMW, URAL styled cars, but with a left side mount, the small wheel and a side door, that lets them out of the loop.
Perhaps it is a home built rig. What type of suspension does it have?

it has a monoshock suspension by the way i live in the uk which will explain the left mounting
