When I see rigs like this I often wonder if someone has not taken a car from an amusement park kiddie ride and put it on a chassis to use as a sidecar.
Here is one I found on CL the other day and posted over on the SS site. I suspect this is a kiddie ride tub on a sidecar chassis. I have to admit, it's kinda neat. With the right tug, it could make a very interesting rig.

Getting back to the hack in question, I would go over that thing with a fine toothed comb to look for some kind of factory markings. You might get lucky and find something. If so, please report back.
