I am referring to the official Harley-Davidson Service Manual, Part # 99485-84 whci covers the 1979-84 FLH w/ CLE and also the 1983 FLT w/ TLE. The official specifications are:
Sidecar Wheel Lead (from drawing) seems to be between 8 to 9 inches
Leanout: 2 degrees
Toein for the CLE: allow for 3/16" offset for the front wheel towards the sidecar, then 1/2 to 3/4 inch toe-in for the sidecar wheel
Toein for the TLE: 1/2 to 3/4 inch toe-in for the sidecar wheel
==================
In later H-D Service Manuals for later H-Ds, due to different configurations, H-D recommended Lean-in, not leanout. But refer to H-D for their specific H-D service manual for the specific H-D you want to consider.
===================
It was only if you go back, historically, back to sidecar specifications of the 1910s to 1020s to find a sidecar wheel lead of zero. Even the hard tail H-Ds had a sidecar wheel lead of at least a couple of inches. Almost all sidecars now have a lead of between 8 to 10 inches. Some of 10 to 12 inches.
