I am looking for the inner race for the outside wheel bearing. The outside bearing is a needle bearing whose ID runs on the inner race. The inner race also acts as a spacer for the wheel. The Harley Part number for the race is 87703-79.

Is there any marking on the race? If not, it's likely that you will have to measure the race and see if there is a suitable replacement from an outside source.

Mc Master-Carr has sleeve bearings nade ot stainless steel as wel as bronze. Either material would work.

Beyond that, a race could be turned from suitable steel and hardened. If it were hardened, it should last a long time since the sidecar wheel is turning relatively slowly. There is more than one way to skin a cat, so to speak. LOL.
