Yep, it's a Spirit. The Spirit of America and Spirit Eagle are a 140# car with a lightweight chrome plated frame. They shared the same body form as the early CSC Companion but are much lighter sidecars.
Both were discontinued (along with scores of other American builders) circa 1982 when Manufacturer's liability insurance was needed due to new consumer protection laws enacted by Congress.
Small volume manufacturers couldn't afford the high cost of the policies and folded up their tents.
