I have seen this around where I work a few times.
Finally took some photos today.
The emblem reads "Corbin".
It's a Corbin Sparrow. Mike Corbin, of comfortable seat fame, tried to market them in the late nineties. They were electric.

With gas prices, maybe they'll make a comeback.
Unlikely to make a comback. Corbin Motors went bankrupt in 2003 with less tha 300 units manufactured. Motor controler problems and employee issues brought the company down.
I googled it and found in wikipedia that Myers Motors bought the company and selling the Sparrows from 2005 and on.
It costs around $30K (ouch!) and can go only 50~60 miles on full charge.
I wish it costed at least like a motorcycle (sans HD, LOL)
