New to sidecar, had mine one week. Is hannigan and we are getting aquainted.
The setup is somewhat baffling, the bike leans away from the sidecar, is this normal
if so why.

Yes, normal and necessary. Lean out is just one of several setup parameters that are needed to make the rig travel straight and handle correctly. Lots of info here about the subject or google "sidecar setup"

Welcome
The lean out should only be a couple degrees and it is to counter the normal crown on most roads during normal riding. in most cases the sidecar is going to be on the outside at the lowest point of the crown
without the lean out the bike would be leaning to the right as well
