Removong Rust on Spokes

My velorex 562 has a significant amount of rust on the wire spokes. Is there any way to remove this? It doesn't appear to be superficial...the sidecar evidently sat outside for a long period of time. Any input is appreciated.

There is ways to get it off but it will come back as the plating has been compromised. If you get it off I recommend painting it after getting the rust off to keep it from coming back. Navel Jelly and steal wool but make sure you clean it well before painting.

Silly question: how should I prep to paint it and what type of paint to use...any color? Painy just the spokes or rim too...Sorry.

Ideally after cleaning the spokes of rust they should be pacified (etched) with an acidic wash, primed with an epoxy primer and painted whatever color you wish.
Or you gould grab a couple of rattle cans of bright aluminum and give them a couple of coats . It will last a long time unless you are in a very humid area.
Another solution is to check the internet for a wheel in good condition. Many have replaced their stock spoker with a mag or upgraded the suspension to an automotive wheel so there are quite a few for sale out there. Just make sure you ask for the right axle size wheel 15mm or 20mm.
