anybody know where one can get one of these, they were common way back when, they make them for scooters but after contacting them I was informed there product wouldn't work, the owner has a sidecar so he should know,,I guess.

There used to be lots of discussion about lap robes on the Ural forum and they might be available through Ural. www.imz-ural.com

I have one made by Langlitz. Made of water proof canvas for Harley Road King. They make them to order, and prefer to have the bike available for fitting, I think. But give them a call. I like mine, as the RK does not give much wind or rain protection here on the west side of Oregon and Washington. Another source is http://www.tucanourbano.it/main/termoscud.aspx You would have to order from a dealer in Europe.
