Do you get any bump steering with having the damper mounted below the bike axle?
Usually a 90 degree angle is the preferred mounting to eliminate this.

There is one particular place I encounter where that is a problem. We have a bridge which has a lopsided dip where the bridge and hwy meet. The speed limit is 55, so as I cross the bridge and hit that dip, if I don't slow down I get a nasty bump-steer that can push me from the right lane into the left! (Or from the left lane into the center divider, I suppose; never tested that).

I am fairly used to the situation now, but I'm sure that you are correct that a change in the damper mounting angle would be a good idea.
