New to sidecar

I have an HD Electraglide (ex-police bike) with a Cozy Rocket.
When empty it rides well on the straight but lifts extremely easily on right handers at anything but low speed.
When someone is in the car it is extremely heavy to turn and pulls hard to the right.
Any suggestions for adjustment?

Yes, take this sidecar off of your bike and replace it with a sidecar that was designed for a bike as large and heavy as your bike. This sidecar was never intended for bikes as large as yours, it is way to light both in weight and strength. The mounts the importer supplies are marginal at best so chance are the first time you rode it what ever you had it aligned to has slipped. It pulls as the alignment is off. Chances are you also have the wrong wheel lead on the sidecar. Wheel lead is how far forward of the rear wheel the sidecar wheel is. Lots of wheel lead makes for heavy steering but also when ever you add a sidecar if it is set up correctly your steering effort will go up unless you modify the bike for easier steering. This is usually done on bikes like yours with new triple tree's that change the angle of the forks moving the front wheel of the bike forward by a couple of inches. This is often called an "EZ steer" some people will also call it incorrectly "raking" the front end of the bike.
This set up short of changing almost every thing about the frame and its mounts is never going to work proper on your bike. You should either mount the sidecar on a smaller lighter bike using NOT universal type mounts or get a stronger heavier sidecar for your bike and mount it with bike specific again NOT universal mounting hardware.
Your safety and the safety of every one you share the road with depends on a safe combination. This is not a safe combination.
